There are few softwares available to lock keyboard and mouse. The most appropriate software I found to lock keyboard and mouse is "Lock Keyboard software". It is free and very much useful to lock keyboard and mouse
to prevent children to click or make unwonted works. Although it lock keyboard and mouse, scrolling remains active and useful to study. Here how you can get it.
Download the Lock keyboard software from

Unzip it and run the file. Select a password and click start. Typing the password should lock the keyboard and mouse.

Assigning a shortcut key to a program
Assigning a shortcut key to a program is handy. You can access the program with only one step. It is possible to assigning a shortcut key to a program in windows XP. That is in windows XP, any program can be launched using the keyboard by assigning a shortcut key to it.
For assigning a shortcut key to a program, at first you'll have to create a short cut of the program run file.
Program icon-> Right mouse button click -> Create a shortcut button.
Then right click on shortcut button -> Properties -> click on the box of "Shortcut key" and hit the desired button (for example- "Q") and click "Apply".
You should be done.
Now Alt+Ctrl+the key (Q in this case) will run the program.

Right click the program to which you want to a shortcut key. In properties, under the shortcut tab, “shortcut key” is by default, “none”. Just click in the box and chose an alphanumeric key to be assigned as the shortcut key. Windows will assign [Ctrl] + [Alt] + [(alphanumeric key)] as the short cut key.
